Yes — modern cold-climate heat pumps (CCHP) operate efficiently down to -25°C and below. Major manufacturers (Mitsubishi, Bosch, Lennox, Daikin) offer models specifically engineered for Calgary, Edmonton, Winnipeg, Saskatoon, and other extreme-cold Canadian climates.

For milder coastal and southern Ontario climates (Vancouver, Victoria, Toronto, Hamilton), a standard air-source heat pump (ASHP) is sufficient and meaningfully cheaper.
